Devin Jacob Ballard, a 20-year-old US Marine stationed at Futenma, faces a murder and robbery charge in Japan. Prosecutors in Okinawa formally indicted him for the death of Anna Yagi, 39. The alleged crime occurred at a hotel in Naha, the prefectural capital.

The indictment states that Ballard strangled Yagi with a telephone cord on October 3. Investigators say he also stole her backpack and wallet after the killing. Security footage from the hotel shows a man entering the building with Yagi. The same man is seen leaving alone while carrying her belongings.

Ballard initially denied the allegations to investigators. However, media reports citing the Asahi Shimbun and Kyodo News indicate he has since made statements that suggest his involvement. The Marine Corps stated earlier this month that it is actively cooperating with Japanese authorities. The service also extended its condolences to the victim's family.

The case has drawn sharp reactions from Japanese political leaders. Prime Minister Sanae Takaichi described the crime as brutal and heinous. Her government registered a strong protest with the United States. Takaichi called for strict disciplinary action against US military personnel and thorough measures to prevent future incidents.

Okinawa hosts the highest concentration of US troops in Japan, with approximately 55,000 soldiers stationed in the prefecture. Governor Genta Koja said the local government has repeatedly asked the US to prevent such incidents. He views the alleged crime as a sign of a lack of discipline among the forces.

The indictment follows a pattern of criminal cases involving US servicemen in the region. In 1995, tens of thousands protested after the abduction and assault of a 12-year-old girl. In 2024, four sexual assault cases involving US troops were recorded. One of those involved Air Force member Brennon Washington, who received a five-year sentence for rape and kidnapping. In 2025, Lance Cpl Jamel Clayton was sentenced to seven years for sexually assaulting a woman.

Public anger has manifested in recent demonstrations. Approximately 100 people protested in both Naha and Tokyo earlier this month. Social media users also voiced their frustration, with one commenting that enough is enough.
