The White House announced on October 23 that US First Lady Melania Trump has negotiated a localized cease-fire between Russia and Ukraine for the southern city of Oleshky. The temporary halt in military action is scheduled to begin on October 29. This arrangement aims to establish humanitarian corridors, enabling aid to reach the city and allowing residents to depart via a designated safe passageway. The announcement highlighted the first lady's direct role in working with both Russian and Ukrainian leadership, a diplomatic function that is considered unusual for a spouse of a sitting president.

Ukrainian officials have confirmed the preparations for the upcoming operation. David Arakhamia, who leads the Servant of the People faction in the Ukrainian parliament, posted on social media that an operation to unblock Oleshky and surrounding areas would begin soon. He expressed gratitude to both Melania Trump and Pope Leo XIV for their contributions. Arakhamia stated that the primary goal is to create permanent humanitarian corridors for the safe evacuation of civilians and the delivery of essential aid. Dmytro Lubinets, Ukraine's human rights ombudsman, confirmed to RFE/RL that the humanitarian mission to rescue civilians has been initiated. He noted that Kyiv had been attempting to resolve this specific issue since early in the year and described the negotiation process as difficult and protracted.

On the Russian side, Kremlin spokesman Dmitry Peskov welcomed the first lady's involvement. He stated that the work built upon agreements reached between Presidents Vladimir Putin and Donald Trump. Peskov noted that Yana Lantratova, a Russian official appointed to address human rights issues, had conducted extensive work alongside her Ukrainian counterpart with the direct involvement of Mrs. Trump. This coordination marks a notable instance of cooperation between the two nations' officials regarding the humanitarian situation in the occupied south.

Oleshky is located on the Russian-occupied bank of the Dnipro River, directly opposite the regional capital of Kherson. Before the full-scale invasion in February 2022, the city was home to approximately 24,000 people. According to estimates from Melania Trump's office, between 1,700 and 2,000 residents remain, including about 50 children. Most of those left behind are believed to be elderly individuals who are unable or unwilling to leave. There has been no formal demographic count since 2022, and the city has suffered years of fighting, isolation, and displacement. The destruction of the nearby Kakhovka Dam in June 2023 worsened the situation, flooding an estimated 90 percent of the city's territory.

Residents face severe shortages of food, clean water, electricity, and medical care. Melania Trump described Oleshky as a frontline community on the brink of disaster, noting that roads are mined and military attacks continue regularly. Independent verification of the crisis is difficult because Russian authorities do not permit independent media to enter the city. Ukrainian officials and volunteers have told RFE/RL that civilians are effectively being held hostage to Russian military objectives, as their presence complicates Ukrainian operations against Russian positions in the area.

Regarding the evacuation logistics, Melania Trump said that civilian representatives from both countries would visit residents to assess their needs. Those wishing to leave would receive coordinated assistance and transportation. She anticipated that some families would choose to go to Russia while others would head to Ukraine. Her office stated that technical arrangements, including demining, had been worked out, though specific routes and monitoring mechanisms were not disclosed. The first lady also secured the participation of Newsmax, a conservative US media outlet, to accompany and document the teams during the operation to ensure families' wishes were respected.

Melania Trump explained that the crisis came to her attention during a private discussion at her Fostering the Future Together event in New York during the 81st session of the UN General Assembly. She used communication channels established during previous efforts to reunite children separated by the war, a process that has helped reunite 34 children with their families to date. President Trump praised the initiative, telling reporters that his wife's work was great and that both sides were cooperating with her.

The announcement coincided with a speech by Ukrainian President Volodymyr Zelenskyy at the Hudson Institute in Washington. Zelenskyy called for renewed diplomatic efforts while warning that any settlement must prevent future Russian attacks. He revealed that a trilateral meeting involving Ukraine, the US, and Russia is being planned for the first half of November, potentially at the technical level. He emphasized the need for financial support to maintain a strong army for at least 10 years, along with reconstruction assistance and access to advanced weapons. Zelenskyy also noted that Ukraine is still waiting for previously agreed deliveries of interceptors for Patriot air-defense systems.

Zelenskyy addressed ongoing restrictions affecting Ukraine's access to Starlink satellite communications. Despite reports that the issue had been resolved, he said the limitations remained in place and were complicating defense efforts. When asked about the matter, President Trump said he had not spoken to Elon Musk but might contact him if the restrictions continued. Trump expressed confidence that the issue was fixed but remained prepared to intervene if necessary.

Zelenskyy concluded by stating that while Ukraine was ready to meet at any time, Moscow had repeatedly found reasons to delay negotiations. He argued that progress depended on Russia's willingness to participate and stressed the importance of continued American pressure. He also advocated for Europe's inclusion in broader discussions and emphasized that the ultimate goal was not just negotiation, but tangible results.
