A man died over the weekend after an apparent medical emergency at the Harris County Jail, officials said, bringing the number of reported deaths at the facility this year to nine.
The man was identified as 30-year-old Ramon Thomas. Harris County court records show he was booked into the jail in December 2022 on two misdemeanor charges: criminal trespassing and threatening to commit an offense involving violence.
Those charges were dropped on April 14, and the court referred Thomas to mental health treatment. According to a press release from the sheriff's office, he entered the jail for that treatment on April 19, days after the charges were dismissed.
The sheriff's office said Thomas was found unresponsive with a low pulse in his cell at some point on Saturday and was taken to the jail's clinic. Around 10:26 p.m., he was transferred to Ben Taub Hospital, where he was pronounced dead roughly 20 minutes later.
Authorities said Thomas showed no "obvious physical injuries" when he died. The Harris County Institute of Forensic Sciences will conduct an autopsy to determine the cause of death.
His death follows those of two other men who died in custody less than three weeks earlier. The sheriff's office attributed those deaths to "preexisting health conditions." At least nine people have now died in custody at the jail this year.
Jail reform advocates have pointed to the facility's crowded population as a driver of the deaths. Krishnaveni Gundu, executive director of the Texas Jail Project, said conditions have not improved. "There's been absolutely no change in the conditions, the culture, the kinds of complaints we're getting. If anything, it's just getting worse," she said. "Whenever you have a system that's so overwhelmed, it is going to collapse under its own weight."
Over the past year, the jail's daily population has stayed close to its maximum capacity, and the number of detainees sent to other facilities has remained above 1,000 for the last several months. As of Tuesday, the Harris County Jail dashboard showed 9,533 people held in the jail and 1,121 outsourced elsewhere.
Gundu said she expects this year's death toll to resemble last year's. At least 27 people died in custody at the jail last year, the highest figure in nearly two decades, according to county records and Texas Justice Initiative data. By this point last year, at least 14 people had already died in custody.
